Honestly, I think sending him with Dale has more comedy potential.
Hank's a pretty balanced guy and it takes some supreme stupidity to set him off and I don't think it'd come into conflict with the ponies much after he got settled in and used to the talking horses. Unless you really want to force the communism thing or focus on his outbursts only instead of his whole character.
Sending him with Dale will give him someone to work off of on top of the ponies reactions to Dale and his reactions to the pony's reactions to Dale.
