Considering how in the S5 finale showed how useless Celestia was at her job, and how important Twilight was, I'd bet she would entitled to a higher ranking.

Technically speaking, during the time loops in the finale...Twilight didn't have her wings, as the events leading to them never occur.
However, since the "real" Twilight is the Princess version, she ends up in multiple situations where she both has and has not gotten wings, as there's two of her in most circuits other then the "wasteland" timeline.
