The presence of government officals like Mayor Mare would at the very least imply that the princesses don't directly control all aspects of the government.

I would imagine it works as a form of federal system, with local goverments being largely democratic and the national affairs falling under the jurisdiction of the princesses provided it is not just a full-on constitutional monarchy.
