I think the rule should gradually be removed. It should become softer over time to build up people's tolerance to ponies. /mlp/ won't last forever, and it also hurts discussion. It should at least be allowed to be brought up in related discussions on /co/.
Instead, perhaps they can be stricter on the problematic pony-related behaviors. Many of the old problems with MLP were related to avatarfagging and off-topic threads, things already banned under different rules, rule 15 may be getting obsolete.
