Starswirl's spells are, he was an old-style wizard back in the early days of spellcraft, made most of his spell out of his garage then just left them for anyone to use.
Twilight is more modern, she makes sure her spells are properly copyrighted so that no evil unicorns can use them illegally to do evil (else she be held liable for their miss-use). Someone may still steal them but at least she won't be held responsible. It's important to protect your intellectual property.
