Celestia doesn't sound fun simply because that's not how she chooses to carry herself in-canon. When she isn't keeping up her 'authoritarian leader' persona while addressing her subjects, she actually does have a more mischievous side that can slip through. It's just never acknowledged outright, because she only gets two or less lines in any one episode she appears in. It did at least drive a few plot lines at least, like the Philomena episode, and that one Discord episode with the Gala.

Collector here, they were reusing the acessories from G3 packaged in with the G4 figures, but the actual pony mold and animals were brand new stuff.
The toyline was developed at the same time as the show, but toys need to be already finished and ready months before mass-production even starts, so a lot of stuff was based on early concept art or flat out made up on the spot. Alot of official art from back then were Faust's first sketches ever colored instead of finalized art.
