Atmos makes a lot of sense design-wise and aesthetically once you realize that it's the successor to the Xi and Penelope.
I like to pretend that the alternate universe where Atmos won the competition over the F90 is the same one where Gaia Gear takes place.

All I can imagine is they were looking for a high-tech new form of weapon that was overall superior to conventional beam weapons (could it be unaffected by I-fields for instance?) to wow the potential buyers with.
