There are several Gundam shows that have a better hang of than IBO. Turn-A and X leap to mind, though I think Victory nailed the feeling of League Militaire operating on a shoe string really well too, with it being mostly comprised of old men, women and children operating out of bombed out towns and using shitty equipment to store and launch the Gundams.
