A.E.U.G was mainly being funded by Anaheim Electronics to server as a catalyst for causing the war with the Titans to escalate, which would create massive amounts of new revenue for mobile suit productions from both sides. Anaheim started to cut funding following the death of Blex Forer and when Quattro became the figure head of the organization. The A.E.U.G funding situation got even worse after the president of Anaheim was threatening to outright transmit all of it's support to the Titans and Axis if A.E.U.G refused to cooperate with the alliance with Axis.
Anaheim still turned on A.E.U.G and ended up selling most of it's designs to Axis, which would become many of Axis's prototype they would use during the First Neo Zeon War.

Anaheim only helped out A.E.U.G for profit and protection, nothing more or less.
