No, they're Chaos pilots though, but they're somewhere else entirely. The setting pretty much allows for slightly-different-humans-on-another-planet.
For Delta, they wanted to go back to VF vs VF fights.
One way to do that is to have humans fight humans for whatever reason, or they could expand on the background setting and have more races seeded by the Protoculture come in.
