The voice doesn't fit. Poor acting is part of what causes it not to fit, combined with the nature of the voice itself. Sure, it fits more than Reiji's, but the actor has an extremely limited range and completely misses Sei's excitement, his autistic geeky muttering, his spastic moments, and his embarrassment around China. To top all the things the actor misses, she has to go out of her way to make her voice scratchy to disguise the fact that she doesn't sound like a young boy, and her struggle to reach for the boyish voice also limits her vocal and emotional range.
