In world? Treize has giant balls and is supremely confident in himself. Hence him just standing there sword in hand when a robot smashes through the wall next to him. But he fights and he loses - if he engages Treize again he'll lose again, if he takes him by surprise he's giving in to dishonorable lawless dirty fighting.
Treize, on the other hand, reads all this in him and just lets him go because what threat is he going to be? And he's right. Wufei spends the next however long yelling in the wilderness for being 'too weak' because he lost this duel.
Wing characters are mouth pieces for the pseudo philosophy the showthrow at you.

Actually, Aries were usually considered superior to Leos. When OZ starts attacking the UESA and taking over other nations, they almost exclusively use Aries to take out the Leos of other bases/nations, and with few casualties.
There's an episode where 10 Aries subdue an entire city's defense force of Leos. The Leos retreat into a relatively cramped tunnel and OZ Aries follow them in there. The Leos lose the battle inside the tunnel.
