From CCA I had the impression that Char's NZ is a separate NZ from Haman's, though. He doesn't have any of Axis' tech or machines, all of his forces are newly built by AE. He doesn't seem to have any other NZ people like Ilia Pazom who survived ZZ. Wouldn't Haman leaving the earthsphere create another vacuum where zeonic extremists still living in the Earthsphere would welcome Char coming in and raising a new NZ by himself?

That's easy, Haman used Axis as a battering ram at the end of Zeta TV and movie series. We can just say Haman abandoned Axis afterward. If she does leave the Earthsphere, then she probably isn't taking Axis with her - Axis likely suffered a massive amount of damage, and turning around Axis and firing up the nuclear engines again would take a huge amount of time and energy.

Haman's forces were crippled enough at the end of ANT to force her to retreat which removed her and her forces a major faction. Also, Char's Neo Zeon was a separate organization from Axis Zeo, so there wouldn't be a power vacuum to fill since the latter was almost entirely wiped out by the end of ZZ. During the end credits when Haman's fleet is leaving the Earthsphere, we don't see Axis alongside them It'd be pretty fucking hard to miss them escorting a massive asteroid. They could have left Mosa somewhere safe outside of the Earthsphere and they might be going back to Mosa.
Besides, Axis itself is a military base that also needs resupply. It's already been mined clean already from what we've seen in various depictions (Z, ZZ, CCA, CDA) and exists solely as a mobile base and factory.
