Not him, but the interview that meme is from was with the director of the Unicorn OVA about Episode 4 of Unicorn. The holiday bit was about Dakar and why there weren't a lot of civilian casualties in the OVA version of the shamblo attacking the EF government building; it was a holiday, so the government sector was more or less vacant (which is true; you barely see any people or even cars populating the streets, and you can see in the shit through the building viewing the Nemo that the buildings are empty) The OVA mentions some government workers died, but the death toll at Dakar is keptntona minimum compared to the novel/manga.
The military families bit was about Loni attacking the city at Torrington base. /m/ interpreted it to mean that since they were military famlies that they weren't human, but the context of the sentence was that since they were families of federation soliders, psycoframe RAGEMODE Loni didn't consider them human (since her family had her family taken by Federation soldiers in the first place.) Due to the language barrier and how context can get garbled, everyone here and at mechatalk thought he meant the former when the context just got lost in translation. I don't know how they thought he meant they weren't human since Kirks told Loni to avoid the city.

It's not like America hasn't committed war crimes since then, or that some people haven't celebrated them. They're a minority, but then, so are the people who celebrate them in Japan. Even just in the last 50 odd years there have been a good few war crimes in Korea, Vietnam and in the War on Terror - Abu Ghraib and everything to do with it probably being the best example, but not limited to it, with Azizabad and No Gun Ri being other examples.
When Japan got hit with an earthquake, tidal wave and nuclear scare in quick succession a few years ago Facebook was flooded with assholes crowing about how it was just payback for Pearl Harbour, which isn't much different, at least in sentiment, since it's assholes celebrating an awful thing and acting like the victims are the real problem.

How good are Deacon's Japanese skills? I follow a lot of Viz series, and there's occasionally a few errors, ranging from mixing up lines in the wrong speech bubbles, to mistranslations pointed out by random /a/non moon readers.
If Deacon is one of the better ones like I assume he is given the fluidity of his lines, it's probably for the best if he continues. Hell you can just take Viz's scans, line it up with the raws and do a quick check on what's right what's wrong what's tumblrized you name it. Basically do it the way anime subbers use Crunchy Roll rips do.
Less work, better scan quality (presumably), and best results for everyone.

They didn't have to. They set up a prisoner staffed almost entirely by untrained soldiers with authorization to torture people as a means of extracting information despite repeated examples that torture isn't a good source of information (since the victim will basically always lie to get out of it). Alphabet organizations knew and were okay with a lot of the abuses too, so long as they weren't found out.
Outside that one instance though you still have other documented government abuses of people, like the Japanese internment camps during WW2, where legal citizens were uprooted and often had their homes and goods stolen while interred and going all the way to back to treatment of native Americans, who were often forcibly treated horribly by official decree (like the Indian Land Removals), during a time when yes, many of those tribes and peoples were at war with the US nation.

Oh they have, but it was still government sanctioned abuses. The Japanese haven't really apologised for many of their war crimes, but even for the US that stuff took time and they still repeat much the same mistakes despite apologizing. This was also less about whether a government apologized and more about whether evil acts were sanctioned by the government, at least to my understanding. Apologizing and reparations help recovery, but don't mean it didn't happen.
