Exactomundo. Though it seems kids love them in Japan since they resemble the anime characters and such. Plus, I'm sure kids would be put off if they didn't wear masks and appeared more like cosplay.
It's basically just a mascot costume. Same as going to Disney World and taking a picture with Mickey, who's really some underpaid chinese guy sweating to death under there. Most kids older than like three probably know it's just people in a suit but they don't care.
