The late 90s/early00s were the hangover of the previous 15 years. The OVA bubble burst and all of a fucking sudden you couldn't rely on outstanding visuals and gorgeous girls to hit your audience because that shit too expensive to make and there was too much competition.
But this coincided with many gloomy pseudo-intellectual countercultures hitting the mainstream all over the world (grunge, goths, rivetheads, all the sad kids who glamorize drug addiction and existential angst) resulting in a new market that could be catered to. Oshii had just proved that financial success and critical acclaim could be achieved by replacing fun and action with ANGST and DUDE PHILOSOPHY LMAO. To exploit this market, a new female ideal had to be engineered, by following the global trends and applying them to anime: a sickly, atrophied and neotenic figure, with inexpressive features, more suited to talking than to action scenes and ecchi. This resulted in such anime as SEL, Key the Metal Idol, Haibane Renmei, NGE and so on. This trend, although short-lived and very limited, synergized with the lolicon market and helped making neoteny more mainstream at the expense of femininity and physical health, which resulted in the purely speech-focused archetype now known as moeblob.
And obviously there have been many attempts to create hot, mature characters since then, but they're unfortunately almost all built upon the moeblob frame, and thus indirectly contaminated by the cultural disease known as the turn of the millenium.
That being said Key and SEL are really great anime.

My head canon has it that the two of them are actually very good agents and that the computer is assigning the best people for the job. The "bad" results occur because while the jobs are superficially simple the actual complexity would have far worse results if others had been sent. Now imagine that the disasters caused by the Dirty Pair are actually one of the best possible results.
