CERN itself has a number of non-EU participants in it already, and the problems with Visa applications is going to very minimal to highly educated and highly skilled scientists who are already working with groups like CERN and the European Space Agency. Whilst it may become more difficult in the future, it probably won't be noticeably because we still have some of the more highly regarded educational institutions anyway.
