I watch pretty much everything that isn't Gundam. 00 and G Gundam were the two exceptions I made. I see Ali's type of villainy all the time, and Ali is far from the best of that type. This guy here is a top contender though.

The problem with Ali is that he doesn't have the force of personality to back up his cartoon villainy. He just smiles a lot and enjoys fighting. Any psychological attacks he gets on Setsuna were purely by accident.
Compare that to someone like Gauron who does them very deliberately and has quite a number of elaborate plans to fuck with Sosuke and Mithril in general. Or on the other hand, Dr. Hell, who's crazy enough to build this thing and many more like it, as well as employ a hermaphrodite, a headless Nazi, a half tiger man and a shaman to destroy his enemies.
Ali can't match up to the former's degree of psychotic, nor the latter's kookiness. He's just bland.

They're actually very different characters beyond "Main characters former middle eastern terrorist mentor" (and even then Gauron didn't interact with young Sosuke all that much). Gauron is obsessed with Sousuke to the point where it actively torpedo's his own groups plans and gets him killed because his number one priority in all situations is "MUH KASHIM!" Ali doesn't give a fuck about Setsuna beyond some vague amusement that he's still around and still obsessing over the past. He doesn't give a fuck about anything really. That's his entirely character, and why it falls flat while at the same time is kind of chilling. He just wants to kill some folk, and doesn't care what he's doing it for, or their ideals, or their plans, or anyone involved. It's all about his murder fetish and nothing else.

Ali gets off to war and fighting though. He literally straight up tells Setsuna the only reason he's following and working for Ribbons in season 2 is solely because it would continue to exist and he can't stand the idea of Celestial Being ending that.
You are correct, Ali only holds a grudge against Setsuna because the kid was trained by him, used his moves and techniques he taught him when they first encountered each other in Azadistan again after all those years and Setsuna being Lockon's protege, the same guy who nearly killed Ali and gave him massive burns all over 2/3rds of his body.
Its actually funny because if anyone is like Gauron, its Neil, not Ali. Neil was obsessed about his family's death and learning from Setsuna that Ali was indirectly involved and the mastermind behind the bombings in Dublin that caused him to focus on Ali in the finale. Ali just didn't give a fuck, he discarded the past at that point.

Well Ali's mostly helping Ribbons because he pays him, and because he gave him a super Gundam. He really isn't opposed to CB ideologically because he doesn't want war to end. He doesn't care enough to commit to a cause like that. He can't even be assed to remember the organizations name.
Ali is just that careless about everything. He doesn't even really take fighting that seriously. He almost died against Neil because he was having too much fun with his new toy that it cost him his main weapon. He doesn't enjoy a good fight so much as just like to kill folk, and doesn't care if he cheats or their no match for him.
It certainly made him memorable yeah, but it also didn't make him a very good villain because there is literally nothing to him. He likes to kill, and that's it, and can't even be assed enough to kill for any kind of reason beyond it's fun for him.
And that's why he went out like a chump to a secondary character. He couldn't bother caring enough to be a main villain or even a rival. Just a thug with a face.
