The directors have seriously said they didn't want it to have any deeper meaning or epic backstory behind it, they just wanted a crazy episodic robot show people could tune in and start watching whenever. They were made to tie everything together for the american-funded second season and they just scrambled to bullshit a plot together but it was never the point or the idea behind it all.

if that's the case, they did horrible job at it especially in the areas of introducing characters like Dorothy, Angel, and Seebach. It also creates terrible anachronisms like when Beck gets thrown into prison. The show most definitely requires to watch the most episodes in some type of order or the audience would most likely get confused in the already scattered plot lines.
For S02, the CN co-producers mainly asked for the mystery to be revealed. As you said, the writing team had to scramble to pull something out of the ass to reveal the mystery in a way that can be somewhat discernible of what the hell was going on all along.
