They're both equally shit

I'd go with the OVA first. There are a handful of scenes missing from each version, though, and a few changes and events in different order. If you like the OVA, definitely go back and revisit the movie at some point.

If you only watch one I'd definately recommend the OVA over the movie, it also has a pretty good dub if you care about that. if you like the OVA its definately worth watching the movie at least once as well as it has some different scenes but overall I prefer the OVA.
