First off, you're counting collections and re-relases, not to mention phone games and spin-off titles that have jack shit to do with the original megaman games.
Second, why does a fan wanting a new game trigger you so badly just because said series had a lot of games. Megaman hasn't gotten a proper release in years, and most fans have played through every game they like multiple times.

We've waited 6 years since the highly anticipated flop that was other M for a continuation of the story, likely taking place after fusion (just as mom took place slightly before it) and are getting cucked with a shovelware multiplayer minigame that could have easily just been branded with a new IP and would have avoided any and all backlash.

Yeah, a generic sci-fi shooter with an SD aesthetic is just a weird choice overall. It's not a cute game like Kirby, but the SD stops things from actually looking cool and serious.
In the same way, Codename STEAM went with a heavily stylized look that isn't really popular anywhere since it's not really anime style or a clean cartoon aesthetic, but it's not realistic either (in addition to the mediocre background art). Gameplay-wise, although decently balanced, it was fairly barebones, with a small cast and no class system.

They're classed by weight. Heavyweights provide aoe damage (with Lion being a bizarre exception due to being designed around mobility), middleweights are support units (save for Fleming who is a mix of vanilla soldier with good role flexibility via secondary weapon choice), lightweights are high mobility scouts.
And then you factor in the character unique traits and it's pretty much a case of everyone is their own class (there is little redundancy across the cast, and squad composition can easily change how you tackle a mission; even a character as panned as Dorothy is pretty much unmatched in straight line drives into the goal zone).
The gameplay complexity grows as you unlock options and holy shit is there a steady influx of options opened up to you in that game, it's pretty much the reason why it's so fun; the game never lets itself get stale since there's always some new stuff to mess around with until you finally hit Stovepipe.
