Pic related, Mad Dog under the Moonlight is the best Alliance character, and probably cooler than everyone else in CE
Hard to tell whats an MSV character considering all the manga and video games.

Hixar has the problem that in order to read anything about him you have to read stuff involving Fon too.

sadly thats true, but he is one of the few that can go toe to toe with Fon so thats cool. Wish he'd show up in show video games. He's not even in something like G Gen...
