It's pretty obvious the only reason Heisei even called itself Kamen Rider was for brand recognition and it was easier than coming up with a new franchise. I always got the impression that the general public's even less informed about this stuff than fans give them credit for.
But then again, the general public I have experience with is mostly a bunch of hardcore ignorant plebeians and kiddies who avoid any monster movie-related stuff that's not CGI, not recent, not western and not mainstream (I'm yuro).
