The hair is for cooling, Shirow didn't just design draw the hair for m66 for looking pretty ,unlike many other robot girls in anime .
The hair actually have real fuction, he even went as far to give detail that F5 get more easily overheated than her partner because she has short hair .
The girls alos act more like what realistic robot girl will do and act, their computer brain is both very smart yet at the same time stupid, just like real life computer
