Why would he blow a part of the budget on a full CG character when they look totally human? There aren't blue aliens from Avatar and there's no gimmick like Terminator Genesis. It would be a massive waste to do so when he doesn't consider it to be half-assed in the first place. That money is going into more important things, like worthwhile backgrounds and good fights. And a fuckload of advertising.

The live action Alita might turn out to be rubbish, but it won't be because of the visuals, because it's James fucking Cemeron. You are free to dislike his works all you like, but the guy doesn't half-ass things. If there's anyone crazy enough to blow the budget on CG, it'll be him. His track record so far has been as such: even when the story is shit, the background details, special and practical effects are still pretty up there.Alita will in fact be advertised as an Avatar sequel or spin-off to get funding from the execs.

If they really are using avatar motion capture then any small actress with a suitable sound, the right body language and martial arts experience would do. Ideally young enough so she can still do flips and shit when it's time to film the 3rd movie.

Probably the most relevant would be chappie since that's the kind of thing this film would be doing, that is, turning human actors into robots/cyborgs.
It's not even a huge budget movie and the CGI is seamless, on the main character at least, the ED-209 robot not so much.

It's still basically a cameron film. It's his project, he supervised all the pre production, screenplay, storyboards etc. the cgi will almost certainly be done by his people.
Rodruiguez would mostly be following the manual prepared by cameron and doing the actual work of filming since cameron is too busy with avatar sequels.
