Post-restructuring into NUNS and especially the distances involved, each colony pretty much functions as an independent state with enough authority to decide on their own whether they want to help another colony when they receive an SOS signal or if they want to use nukes against some enemies.
NUNS is like NATO, and each colony is the equivalent of the countries in it.

I thought the reason the 19 won was because the YF-21's airframe got completely trashed when it kamikazed the X-9, and because General Galaxy insisted on some crazy ass telepathic control system that bugged out when you lost even an ounce of concentration.
They were pretty much equal machines with decent pilots in the cockpits.

Well that's the thing isn't it. the 21 with it's advanced brain thing still couldn't beat the guy in a straight simple machine. The 19 didn't rely on a single gimmick beyond being a damn fine piece of machinery.

The telepathic control system was probably the biggest flaw with the YF-21. IIRC the YF-21 was better and a large part of the 19's being able to keep up with it was Isamu. But that telepathic control system was likely expensive as fuck, and was shown to be extremely hard to use.
The YF-19 would win out realistically because it's likely cheaper, easier to manufacture and maintain, and without that wonky helmet yoga control bullshit it can be used better by a broader range of pilots. Even experienced pilots would need retraining to use the helmet if they had to switch planes, and that's an additional inconvenience.
