You'll note that they were being hog-tied style as opposed to from the neck. Its hard to make out but a bit more obvious when they are shown from behind at the end.

They'll be our monsters of the week for the last arc, just like the Horoscopes in Fourze. Fire is Musashi's counterpart and Musashi's the face character for the Eyecons, so Fire gets to show up before Mugen starts wrecking them.

There was another one with a suit briefly shown this episode.
I guess they'll use that plot device of Ganmizer fusing with each other in order to cut down on their numbers. So we'll only get 5 or 6 suit for all of them, rather than one per Ganmizer.

And yet Ghost reuses suits more than any other season but they can't bother to make 15 more suits for the rest of the season.

They're also doing a new story arc almost every week instead of two-episode arcs, which is why you see so much reuse. They have budget allocated each year for around twenty monster costumes and a few boss monster costumes, plus however many hero costumes, so if you don't want every odd-numbered episode to end in the monster somehow running away, you have to accept you'll see reused costumes.

That's partially because Ghost generally only gave one episode to most suit's debuts though, rather than two. There have been 28 different Ganma suits in Ghost so far (although that's counting the base Ganma and the grunt)
