Either he didn't get that far or he did and he just has bad taste.
Basically, Linebarrels peaked too hard before the timeskip and then because I guess they wanted to finish the manga they rushed things too much.
Ultimately, the manga would have been better served WITHOUT the timeskip and instead just using the chapters that we got of the timeskip for the massive Human vs Machina war.
I mean fuck, the timeskip didn't really add much at all that couldn't be done without it.
Any all all upgrades could just be attributed to having Shangri-la and Blonde Lelouch in their fold.

I dunno, I liked Emi finally getting a unit of her own (and it being Katou's old Arma on top of that!) And HINDTANK. And again, the JUDA bit (though that was probably planned beforehand). And Deceive and Izuna/Shizuna finally getting backstory, and Deceive going on a fear rampage because of Izuna's powers was neat.
It's salvageable post-timeskip. They just had to focus on the right things.

They did until the shifted focus to Sawatari. The timeskip was still salvaged but this is actually when the drop in quality and rushing started.

Sort of weird happy & bittersweet end?
Really rough double spoiler summary someone else might be able to fill in the details better.Kouichi is seemingly fatally injured in his final battle against Sawatari and the Lostbarrel but is able to access a new mode which forces all the machina to submit to Linebarrel before being whisked off to emergency surgery....half the man he used to be.
Katou group decide to move on anyway and go into the final battle against the Human Machina altogether in a full assault but get pretty heavily outgunned by new enemies on top of Deus Ex appearing. Linebarrel appears late with Kouichi healed and with a final upgrade and along with his friends just wrecks Deus Ex Machina's shit ending the war and freeing humanity.
>Spoiler for endingKouichi went the Amagatsu route.
He did physically die in the fight against Sawatari and Lostbarrel but his brain was saved and transplanted into Linebarrel as its new main computer and the Kouichi everyone saw during the final battle on their screens was a projection by Linebarrel.
There is a 10 year time skip and short epilogue, it shows everyone grown up living their own lives happily. I think it's implied Katou was crippled in the final battle, retired and is being cared for by Emi now. They still talk to Linebarrel in radio calls and panel pans to the moon.
Shows that Linebarrel ended up living in moon Tokyo taking over Deus Ex's place complete with the badass cape as the new leader of the human machina supervising humanity.
