I don't really like any of them, but my "favorite" would be 2501 because she's easy to bully and has cute puffy nipples.

I liked the Ai in Moon specifically because I kept expecting him to go rogue like HAL 9000, and he was just a helpful construct the whole movie. That expectation is probably why they got Spacey to voice him.

Shodan is probibly my favorite rouge AI specifically because she isn't that. In the first game she only went rouge after a corrupt executive had her hacked. In the second the whole disaster happened because the Captains of the two ships were busy having a dick waving contest.
So basically yes, Shodan went rouge and tried to kill humanity. But ultimately it was human faults that made it happen.

HAL didn't go rogue, he never deviated from his mission. He was given a list of things to prioritize, completion of the mission was given absolute highest priority by the company, even over the safety of the crew. And the crew had enough division between them that HAL had enough reason to assume they would jeapordize the mission.

He still had a voice that sounded untrustworthy and had played several big villains in his career, including the film that made him in The Usual Suspects. He'd also played Lex Luther in a massive Holywood film only a few years beforehand. The reason he got the part of Frank Underwood is almost certainly that he seems untrustworthy and and can play it well and not that he only got a reputation for doing so off Frank Underwood.
