When Heliopolis had to be evacuated, the Astray project's data had to be saved. It was an emergency, so it was saved onto the computers of the working Astray units. Blue Frame had future weapons and equipment data on it. It wasn't about modular design, all of the Astray units initially had almost identical bodies, nothing about the Blue Frame was specifically designed for modular equipment and weapons. Lowe's Red Frame is modified as much as the Blue Frame gets modified, if not more.

The Red and Blue Frames keep getting a bunch of silly shit tacked onto them, but they've never been fully rehauled from the ground. They still run on battery, don't have Variable Phase Shift Armor, don't have Wings of Light, don't have Lacus payrolling silly huge weapons for them, and don't have pilots with access to SEED mode.
They do just fine in their own sidestories, but if you tried to move them to SEED proper they'd basically just get wrecked because the Astray is such a detailed design that the animators wouldn't be able to do much more with it than have it stand there, unmoving.

That's probably how he gets away with it. IRL, "garage guns" that you make yourself are legal almost anywhere. The idea is that without accurate tooling, you're more likely to wind up with something that will blow up in your hand than actually shoot straight enough to hit someone outside of punching range, and that requires the kind of machinery that most people don't have access to. There were still only three completed units in Heliopolis, Red, Blue, and Gold. The disassembled (but entirely intact) parts of Green were scavenged and then passed around for a while before they wound up being assembled (with help from Lowe, I think?) in South America. Mirage Frame was incomplete, but like that fucking matters when it falls into Librarian's hands. The group built an exact replica of Red Frame for their clone of Lowe's teacher, so it's not as if they needed and intact unit to start with.

Librarian is a shadow organization that was formed after Destiny under the belief that the Earth Sphere is not fit to be ruled by Lacus Clyne or Cagalli Yula Athha, as they are too young, and female.
Their plan was to cause enough conflicts to bring Clyne's and Athha's respective ruling into question, and then begin a political takeover from there. To that end, they've been attempting to buy, steal, capture, reverse-engineer, and upgrade any high-performance mobile suit that has been proven in combat and utilize them in their fight.
However, they're more or less beaten off-screen by Gai and Lowe.
Most of their Gundams are Orb or Earth Alliance in origin; the only ZAFT Gundams they gained were Providence and Savior, and Savior's data came from them stealing or salvaging the Proto-Savior data that the EA had gotten.
All of their MS were designed to use Strike packs, and they succeeded where the EA failed; they were able to make Strike packs out of Buster's equipment and the Blitz's equipment (the EA instead had to make a separate Buster Dagger and N Dagger since they couldn't make the packs efficient enough for the 105 Daggers).

What are you talking about? That's not even close to the Gold Frame's head. Gold Frame Amatsu uses a mono-eye in place of the top camera and entirely different armor. This one just has a giant V-fin and chin.
