The belt and the red thigh lines help separate that part of the uniform out in a way that looks exactly like a pair of y-fronts to me. Which isn't a good look. I hate a lot of golden age superhero art for that reason for instance, though some heroes like Superman and occasionally Batman managed to make it to fairly recently sporting those silly underpants. I think it can work occasionally, like in Darwyn Cookie's art on The New Frontier, which evokes that retro style with cleaner lines and better colors and so on than it often had, but mostly it just looks silly. Here it looks silly.
