I've also heard that the relationship wasn't conceived until partway through the OVA's development, but I remember the earliest explicit hint of it was in Episode 7, when Nina mentions Gato to Kelly as if all three know each other. And that was about the halfway mark of the show, which is all the setup I require.
And however you feel about Nina's betrayal, the fact that Gato used to love a normal woman like Nina was the most interesting part of Gato's character. He wasn't just 200% Zeon, 24/7, or at least he wasn't always like that. So the Nina-Gato plot was a good thing.

I don't even like Nina that much, but God-fucking-damn have I grown to hate this collective fan retcon.
Nina didn't cause the colony drop in any capacity beyond failing to ID her ex from a distance back at Torrington base.
By the time the final episode rolled around, there was no stopping the colony. Hence why the second to last episode was called 'Assault on the Point of No Return' - it was the absolute last point when they'd be able to redirect or halt the colony's advance without trying to destroy it.
THEY EVEN HAD A BIG DRAMATIC MOMENT WHERE EVERYONE PAUSES AS THE COLONY MOVES PAST THIS POINT.
The only thing, the only fucking thing Nina did of any consequence in that finale was prevented Kou from being the one to shoot kill Gato himself.
The colony was going to hit Earth regardless at that point. All that confrontation could potentially change was the point of impact. And seeing as Gato still died shortly after, it's a pretty moot bit of consequence.
If anything, Kou arguably did more to aid the drop by his decision to rub out the Cima Fleet rather than keep focused on Gato. His GP-03D was the only thing that seemed to be even capable of holding up the Neue Ziel, and while he was off 'avenging' Burning and Kelly on what they were told were supposed to be allies, Gato had a relatively free pass to take out the Solar System control ship - soundly fucking up the EF's last ditch hope to destroy the colony.
Fucking rewatch the OVA guys, this isn't deeply hidden material.
