What they're at the very least trying to do, is to stick to the character design's general look, and they're doing a fine job so far.

That's not an excuse for looking bland as fuck. I'm not asking for a cutesy moe snowflake design but it's not likeTomomasa's style alone (or lack thereof) can make her LOOK characterful.
What I know about her just from looking at her, is that she's female. And also that she's kind of capable I guess? Like if she were in a harem comedy she could only fit 60% of the archetypes available or something.
She's beyond generic is what I'm saying; A generic character is a character that's typical of a certain genre of fiction, but she's just "a girl who's not a complete dumbass"; she also happens to have weird powers but that's not something that translates visually.

M-66 39 has a lot more going for her than just her expression, but it's very telling that she can be just as expressive without having facial muscles.

No, they feature girly girls who happen to do action-y stuff. Sometimes they're also kinda grim, as a way to subvert the tone of the show. But they aren't action girls. You know what I'm talking about, I gave you a perfect example.
