Why is Sunrise (the studio) never asked to take part in western anime adaptations?
They're not a significantly creative place due to their role in the Bandai machine. What little creative staff they had back in the 90s formed Bones exactly for that reason.

They (or at least members of their staff) likely are, but they are likely either busy doing something else or charging a higher cost for production than what the western IP owners are willing to pay.

His phrasing implies that the anime adaptations are made in the west. That's what "western anime adaptations" means. The anime adaptations are described as being "western".
He should have said "anime adaptations of western media" if he meant that.

They did a few episodes of Batman: The Animated Series. According to Paul Dini, they took much longer than the other studios working on the show due to other commitments. Sunrise is almost always working on something (normally Gundam). Maybe they just don't have the staff to take on more than a couple projects at a time these days.

Sunrise is still the industry leader when it comes to mecha anime so it would be cool to see what they could do with a property like Halo (in particular the power armors). Also that long-promised Pacific Rim anime would be the perfect fit for them.
