Depends on which system of combat you're referring to. Katars and other push daggers can be used to great effect.
While holding the weapon allows for a lot more versatility in terms of orientation and movement, I feel like the mounting on the shields (or wrists/forearms in other contexts) is more than adequate. Unless you're in a contested melee duel where actual swordsmanship is a factor, I just don't see it being worthwhile.
That said, I am put off by how long the blades are and question what it would do to the weight of the suit. In the hands, the swords are unsprung weight that can move somewhat independently (by way of the hands) - when attached to the shields, those things would be so clamped on that their inertia could influence the movement of the suit.

I thought the Sinanju improved on the Sinanju Stein's mobility, but as far as I can tell it has the same number of thrusters. The Sinanju has larger backpack with larger optional propellant tanks but the number of main thrusters is the same and the thruster nozzles seem to be the same size.

Except grenade launchers with interchangeable-on-the-fly ammo aren't bazookas and Sinanju still uses full-size bazookas (OVA 5-6, 7).
I'll give you some for the extra weight, though. I bet they reduced some of the original's internals and somehow still ended up over the original's weight just because of the extra Sleeves detailing, although the larger propellant tanks may have added to that.
