Because transformers are useful. Especially if they can reenter the atmosphere like the Zeta can. If you've ever seen MSG, there was that one episode where Amuro fights Char and a bunch of mooks near the atmosphere. About half of the mooks burn up horribly in the atmosphere. The strategic potential of having mook suits that can defend your ships in all areas with little to no risk of burning up in the atmosphere is huge.

the zeta can't fight during atmospheric entry either, it has to stay in waverider mode and keep the heat resistant surface facing a certain way for it to work, so it's not like the zeta is that much different other than having atmospheric entry ability built into the armor itself, and the ability to fly in the atmosphere. if the zeta got hit during entry it'd be just as fucked, it only takes a small gap in the heat resistant surface to get fucked up (according to MSG, victory, and the columbia shuttle)

Let's be serious, the Flying Armor was the shit and THAT should have been mass-produced. Worked like a Dodai in atmosphere, was just as good at re-entry as the Zeta, doesn't transform so it lacks major structural deficits.

Don't get me wrong, I love the Zeta, but there were better solutions than the Re-GZ
