GITS predecessor anime????

I'll ask this here as well, since /a/ isn't very civil today.
A while ago I watched an anime that looked like it was a predecessor to Ghost in the Shell.
There were characters that looked like Batou, with the cybernetic eyes, but I think he was a bad guy in this one.
There was also a "tachikoma-like" mech as well and people had "sockets" in their necks just like in GITS.
I know it's not any GITS episode or OVA. The anime style was earlier, like late 80's or early 90's.
Does anyone have any idea what this was called? I've been through Masamune Shirow and Mamoru Oshii's filmography and can't figure out what it was.

The Batou like character is likely Buaku from Dominion (Tank Police).

No, I've seen Dominion many times.
This anime was more like a "prototype" for GITS.
It had a lot of things in common with GITS, like the cyborgs had sockets in the back of their necks, virtual reality, and tachikoma-like mechs.
