They're not corrupt and that isn't the point Scirocco is making.
Scirocco is ultimately talking about the lack of vision that the Earthnoids have. They lack the vision to uproot the world and society to basically refresh civilization with a new system that may or may not work better. The AEUG isn't corrupt, it's fangless. This is best demonstrated in ZZ when it's revealed the AEUG brass is little more than frightened bureaucrats who want federation approval before doing anything and who adhere to regulation though it yields no results.
The entire UC trilogy + CCA is about the status quo vs. revolutionary. For better or worse the protagonist fights to maintain the status quo.

But he did its just that it's badly shown in the TV series. When he gets close to Jamitov then he concentrates on more important matter.
Problem being the pacing of the show we see him all of a sudden close to Jamitov and 1-2 episodes later ´Gates of Zedan happens " OH IL SORTIE AND HALT THE AXIS FLEET SO WE CAN PULL OUT" then after that Jamitov dies.
It doesn't really come across well.
We also see a Byarlant earlier in the hangar of the Lombardia the ship that housed the Bound Docs most people thought this was him but we never saw this unit sortie during the early Cyber Newtype hijinks. Though in the novels it was him he lead the Titans Newtype Squadron earlier and Gates(dies when the colony laser goes off) didn't have a mental collapse or whatever the hell that was, hence the Newtype squadron remained active until the end.
