I haven't seen all the series, but from what I have, I think Char is by far the worst. This is only because he's a repeat victim of shit writing.
He was always delusional and trying to self-rationalize all the terrible shit he's done. Garma trusted him as a beloved and loyal friend, but gets killed because of Char's petty grudge against someone else. Not only was he conniving backstabber if it wasn't for his betrayal the Zeon forces would have destroyed the enemy's most pivotal military asset and substantially increased the chances of winning the war in favor of the spacenoids.
For Zeta he assumed yet another alter ego Quattro who was a CHAR within a CHAR. It's literally CHAR-ception so he can CHAR while he CHARs and other such memes.
By CCA he's become some militant egomaniac who incites another conflict throwing all of humanity into the desolation of war and hellbent on destroying all life on Earth like the cartoon super-villain that he is. If that wasn't bad enough, he's alluded to being a pedophile multiple times and the worst part is that that theory holds weight.
And between these three stages of the character we don't see any development in how changes from one to the other. He simply changes hats for whatever role he's playing at the time: From anti-hero maverick to exiled outlaw to noble despot. Whatever connections string each persona is mostly arbitrary.
