25 and 26 are supposed to be the results of instrumentality on shinji's psyche. basically he melds with everyone in the tang (which is made explicit in EoE) and then after introspection decides that he has individual worth and he doesn't have to follow anyone's plans - and because of the tang unity everyone else can fully understand this emotional growth and congratulates shinji
then he and asuka wake up on the hellscape that is post 3rd impact earth and have to adjust to knowing 100% of each other's emotions and memories, which is a bit more difficult than when they were tangified.then unit 01, adam, and lillith reset the world to before the events of eva

the fact that everyone becomes tang is a little goofy, but EoE really just adds details and makes a few things explicit
whether that was a good choice in terms of style or storytelling is debatable, sure but they're two parts of the same whole ending
