You don't need it for Victory at all because it adds nothing significant to the story while introducing a bunch of really weird stuff into the timeline. It's more of a supplement to F91 than an intro to Victory. However, it's a fun read anyway. You just don't NEED anything to go straight into Victory because it works totally fine without. In fact, you wouldn't even need to watch F91 except to understand where tech has advanced.
