I lost track of this after it was announced, but it turned out to be pretty good. Aside from everybody getting a fair shake, one other thing that really stood out to me was the pacing; everything moved at a decent clip, and while the fights were really fast, they felt like full sequences. I really appreciated that.

I heard that this OVA was just testing the waters to see if it was viable to make new titles in both of these IPs.
According to Japanese reception, the OVA was generally liked and stands at 3.5/5 although most of the bad ratings come from the fact that they didn't bother to edit out the opening and ending playing 2 additional times for the cinema screening.
Sales wise, it sold 2664 copies on average (DVD+ BD) which is a decent number, considering just how little marketing they did for it. (Compared to the marketing of 009 RE: which was still a mixed entry for the franchise)

For the most part, yes. It alters some elements for more modern sensibilities (moving out of the 60s, altering Pyunma's face), while shifting a few stories around in a different order and cutting out the pointless stuff for an overall more consistent series, although some characters didn't make it.
While not perfect (see the Ixquic storyline), 2001 is the best animated incarnation of 009 and is Kawagoe's main magnum opus.

Your general vs fair of misunderstandings and never before mentioned bad guys that look like characters from other works. Animation wasn't particularly amazing but it was consistently good which in this day and age is rare. Every character was pretty much bang on interpretations and if either get a show out of this I hope they keep them the same. Soundtrack didn't really stand out outside OP and ED but was well used anyway
Really hope this does lead to a Devilman OVA that actually covers everything and Cyborg's 2001 show finally getting a full sub

My only experience with it has been the 2001 series when it aired on Toonami, this, and the Re:Cyborg. I want to give the actual series a proper read, but I was having trouble finding the manga.

As for the Toei anime, treat it more as an animated version of Mao Dante (since it has more in common with that than the actual Devilman manga) and you might have some laughs/enjoyment. Besides, the actual Dante anime is awful and the manga has no ending (although the remake manga does have one, it's not scanlated yet).
