I don't think I've ever been able to describe a mobile suit as spooky.
The closest I've ever gotten to that were in G with the Death Army grunts, or the resurrected Pharoah Gundam.

I assume that when people say "spooky" they mean an actual "uneasiness of fear" around the object, something that might actually carry its own myth of the night that mothers use to scare their children into coming home before dark. If resistance members in 00 told rumors of a bogeyman who shone with a baleful eye haunting the many resource asteroids in Earth orbit, or Jupiter Empire pilots told tales of armed marauders that carried Xs on their backs that strike and disappear at will amongst the Asteroid Belt, that'll be spooky.
