Why not just put a cockpit and thrusters on the sniper rifle.
He is not going into QC combat anyway.
Having a mobile suit to do the job not only decreases the accuracy but also increases the cost.

There's the assumption that gets your piloted sniper rifle destroyed.
Arms are generally useful anyway. The suit can accelerate in one direction while shooting in another. It can use its arms to clear a position of debris for itself.

Its cheaper to just hook the gun up to the FCS on an existing Zaku, mod it a little, and be done with it than to develop an entirely new platform based around the gun from scratch.
You already have a suitable platform for the gun, why waste time and money to develop another platform to use the gun?
