Because given how much of the game was cutscenes, it already is an anime. The question is "why haven't they made a Xenogears game yet".
I can see a Xenogears anime work, it just has to be like this:
1. Episode 1: Same intro of the Eldridge getting taken over by Deus, with the failed attempt to save the colonists, the sip crashing into the planet, and the first Maing being created, then title. After that, we have our narration about the Aveh-Kislev war, though here the differences:
1. Rather than the story beginning with Lahan made a battlefield, the story begins with Fei waking up from a bad dream, with said bad dream being the day he was brought to Lahan. The maid of Chief Lee wakes him up, and as tells her about the dream, she still says the same thing she does throughout the game.
2. As Fei leaves, he runs into Timothy and his father talking to Chief Lee and Alice and Dan's uncle about the upcoming wedding. Much like the game, Fei and Timothy have their discussion about the former's time in Lahan. Conversations with Timothy's father and Alice's uncle are omitted, and much like the game, as Fei attempts to leave, Dan comes in, and the dialogue from the game stays. Fei tells the four men he'll go outside to humor Dan, and as he leaves, Chief Lee tells Fei to get a girlfriend (a nod to their conversation in the game).
3. Fei and Dan still talk about Aice like in the game, though the choice of refusing should be used.
4. Fei is allowed into Alice's house much like in the game as an exception to tradition, but talking to her aunt is omitted.
5. Much like in the game, Alice asks Fei to see Citan to get camera equipment for the wedding.
6. On his way to Citan's place, Fei passes by the Laughing Fox and Piglet Tavern, and Ellen the barmaid comes out as a difference from the game and attempts to flirt with him, only for the bartender to overhear them tell her to knock it off. The Mermaid Tear item doesn't show up.
7. Lucca's (Chrono Cross) cameo is omitted.

h. On his way to Citan's place, Fei still gets that egg. The difference from the game is that, it's after he takes out a wolf responsible for killing the egg's mother.
i. Every bit of dialogue in Citan's place is preserved, though Fei and Citan noticing the flying Gears happens in the house because of the sounds heard, as opposed to the two seeing them outside. Episode ends.

Episode 2
a. Fei and Cei already arrive in Lahan made into a war zone. All dialogue stays the same.
b. The original pilot of Weltall gets killed a little quicker than in the game. Cutscene where Fei boards it as he saw Id happens, but a flashback in the form of him nearly killing Kahran Ramsus is added.
c. After Fei's fight with the Kislev troops, Emperor Cain telepathically contacts Citan, asking if Fei is "The One", but Dan interrupts their conversation. Dialogue between Citan and Dan is the same as the game.
d. Everything during the fight (Grahf showing up, ordering Timothy killed. Fei going nuts and destroying Lahan) happens and episode ends.

Level 5's strangely manage to be good for the most part (AGE being a big exception), although that's because they're obviously intended to be multi-media series in the first place, so not sure if it counts.

Depends on the company earnestly trying to do a good job. For example, CyberConnect2 does wonders with Naruto and JoJo games.
