I think people's problem with this is, what does that actually mean?
Reform a global military is not a simple or obvious plan, even as the head of the organisation which if anything can make it harder to do anything specific especially if they just don't listen. And killing everyone loyal and close to him, lessening the power of the organisation while helping other fractions (all of which are kinda corrupt or done corruptly) don't seem to help in any obvious way.
These especially don't make sense when he seemed set to be the next in line for power anyway, in that case killing those close to you would make it really hard to enact any plan

IBO has way too many "breathing" episodes where the characters just talk about things. The ratio was alright early in the show, but around the Brewers arc it got ridiculous. The Fumitan arc in particular was awful about this and was the low-point of the show.
The show set up hard for S2. It has potential to pay off, but it can all be squandered easily. Gundams with better S1s have done so in the past.

The entire episode was a laugh a minute and I like IBO more than I dislike it. It tries to hit all those season finale notes even in the middle of battle and it makes some of the scenes unintentionally hilarious. Mcgillis is comedy gold. His current impunity and ridiculous insouciant smugness made his interactions with Gaelio great. Gaelio goes on about betrayal and love then Mcgillis assures him his sister will be made happy. All gali gali can do is scream impotently as he realizes just how far out of the way the world has gone to crush his happiness.
Bravo, it was this absurd stuff that drew me into the series to begin with and I'm glad the final ep delivered it in spades.

It's pretty reasonable to suggest that Gaelio walking back into work would break apart McGillis' plan, but at this point he's aware that A: McGillis has two of the Seven Stars under his firm control and a third (the Issues) with a severe succession crisis and B: Is utterly ruthless about getting rid of him for his own ends. If McGillis even gets a hint that Gaelio is alive he'll be paste within days. Hours even.
I think a live Gaelio would be fully aware that he can't trust anyone high-up in Gjallarhorn anymore and that the moment they know he's alive, he dies. So it's perfectly reasonable for him to mask up and go about his vengeance in secret.

At first he was warned of the gundam damaging his cognitive abilities and he claimed he didn't use them anyway. After the system was activated, it seemed that the gundam could either read for him or gave him understanding.
