Actually, when it aired people were posting episode budgets between various series (both east and west). GL had one of the lowest budgets, even compared to other anime series.
And it shows. The animations aren't exceedingly fluid, but that's largely circumvented by the directorial style of Imaishi and his team. It's very stylized and extremely well done.
