It's firmly in an alternate continuity. The OVA is almost at the point where the divergences completely break continuity, if having Guntanks more than ten years early didn't break it enough.
A different serial number on the Guntank does not change this.

The thing is a guntank early type doesn't need/use AMBAC so its essentially a ball on tracks so I suppose its plausible.
Of course if the guntank actually existed and were mass produced the poor old zaku never would have done well
