I actually got pretty sad watching it and that was just a couple years ago.
Yeah it's melodramatic in terms of delivery but the scene itself was one of the best scenes in the show for me, especially with how Bright takes Ryu's death going forward.
I wish there was a version of the show with that specific version of the scene replaced with the Movie one, but still has the character development leading up to it.
It was inspired by Kyojin No Hoshi.
At least the same VA played MCs in the both shows.

You'd think that the white base crew lost its captain or a major pilot ace from the dispair the various characters are displaying especially slap-o-bright. It's stupid and funny beyond belief.

Not really. Aside from a few temper tantrums from Amuro(one of which caused the chain of events that lead to that moment) the White Base crew usually did a good job of holding their emotions in so it was really heart breaking to see them uncontrollably sob like that. Yeah it's over the top but that's kinda the point, Ryu was such a good friend to them it really fucked their moral up when he died.
MSG on Toonami was the first gundam show I actually watched every episode of (only saw bits and pieces of Wing), and so Ryu's death was the first time I saw a protagonist get killed off. Had a lot more impact to me probably because of it.
