Also started watching the Votoms OVAs since I've only seen the TV series, starting with The Last Red Shoulder, I was enjoying it a lot until the end with Cocona then I remembered how fucking annoying she was.

Because anime writers can only make single-track supporting characters or else the writers' heads would explode if they tried giving supporting characters more depth. Such characters are marked by that singular personally trait and they're defined by it. Whatever behavior they demonstrate are always somewhere along that one-dimensional scale. Nobody ever said that anime writers were good at their jobs.
